This discussion paper, developped in collaboration with Gartner, presents a preliminary maturity model resulting from a study into leading practices for the creation and operation of health information networks (health information exchanges). Health care policy makers, planners and information exchange operators can use this model to assess their current state capabilities, determine a desired future state, and develop concrete plans to achieve the future state.
